PCBL CONSTITUTION

I. Introduction
The Pennant Chase Baseball League (PCBL) is a 20 team fictional OOTP9 baseball simulation league. The league was founded by Jared Moore, with Robby Ruggles providing extensive help in getting the league off the ground.

All franchises were created from scratch, with owners finding their own logos, creating their own stadium, and drafting their own players. All players and teams in this league are fictional, and have no correlation to the real world.

The PCBL started in the year 1993, and uses 1993 finances and settings throughout its play.

II. League Setup
The 20 franchises have been divided into two leagues, the Hoboken League (HL) and Cooperstown League (CL). Each league is broken up into two divisions of five:

Great Lakes Division
Atlantic Division
Pacific Division
Gulf Division

Every PCBL franchise will have three minor league affiliates (AAA, AA, A) to help grow their drafted players.

III. Sim Schedule
The PCBL sims at a slower pace than most OOTP online leagues, as we simulate seven days worth of games three times a week: Monday, Wednesday, and Friday. All exports are due by 9:00 pm eastern time on a simulation date. Owners are strongly encouraged to export at least once a week.

V. Rookie Draft
The PCBL runs a 10 round rookie draft on or around June 15th of every season. However, the draft pool is revealed 75 days early, so owners start drafting for the rookie draft on April 1st of every year on the message board. Owners may trade draft picks if they feel necessary, but an owner must have at least one first round draft pick every two seasons.

VI. Markets
Teams market base started off based upon their payroll in the initial draft. Teams who spent more money were given a bigger market size determined by the game, compared to those who did not spend much money. Throughout the years markets will change based on team performance and fan interest. All teams will start off with the same fan interest, and let the game dictate where it goes after that.

VII. Stadiums
All owners designed their own stadium to open PCBL. All stadiums are 35,000 seats (the 1993 average was 34,000), and modifications will be determined in the future.
